LONGTOWN GROUP PARISH COUNCIL
Craswall, Llanveynoe, Longtown and Walterstone

Minutes of Longtown Group Parish Council meeting held on Wednesday 16th July 2014 at 8.00pm in Longtown Village Hall.

PRESENT – Mr N Cowles (Chairman), Mr D Freeman, Mr P Hope, Mrs L Watkins, Mrs R Pritchard, Ms D Palmer and Mr J Hardy.

IN ATTENDANCE – PCSO Fiona Whitcher, Mr T Griffiths (Lengthsman) and Mrs L Cowles (Clerk).

1. ACCEPT APOLOGIES FOR ABSENCE – Mrs P Tribe, Miss R Goodwin, Mr N Powell and Mr G Powell.

2. RECEIVE DECLARATIONS OF INTEREST – There were no declarations of interest.

3. ADOPT MINUTES OF PREVIOUS MEETINGS – 18th June 2014. The minutes were signed as a true and accurate record.

4. RECEIVE REPORT FROM PCSO FIONA WHITCHER
PCSO Whitcher advised that although there will continue to be a Police presence in Peterchurch the counter service will no longer be available. From 1st August 2014 PC Chris Lea will be returning to the area to cover PC Wendy Powell whilst she is on sick leave. Crime in the area is low and local intelligence continues to be received via the Police Newsletter and emails.

5. RECEIVE REPORT FROM HEREFORDSHIRE COUNCIL – Councillor Graham Powell’s report was read by the Clerk, which included:-

South Wye Transport Package
Infrastructure Announcements
Pothole Funding
Planning – For information
Road Defects

6. CLERKS UPDATE
Planning P141282, Land at Stone Barn, Mynydd-Ferddin Farm, Rowlestone will require planning permission.
The Clerk had been advised by the Locality Steward that works on the U75004 were due to be done before the end of W/C 14th July, although several Councillors did advise that works had not yet started.
Parish Councillors were reminded of the 2015/16 Budget Consultation on 24th July 2014 @ 6.30pm in Brockington. Hereford.
The Local Housing Needs Survey has been received.
The Clerk had received thanks from the Parish Newsletter and Longtown Village Pride for recent donations from the Parish Council.
There was no further information available at present regarding the Enforcement Notice at Cwm Stepps, Craswall.
There had been no request for an election to fill the Parish Council vacancies therefore the Council can now co-opt members.
The External Audit has been return, with the only comment being that the form was completed by the Internal Auditor and not the Clerk.

7. OPEN DISCUSSION – No members of the public attended the meeting and therefore no specific points were raised.

8. CONSIDER PLANNING
8.1 PLANNING PERMISSION

9. FINANCE
9.1 Bank balance as per statement number 173 dated 10th June 2014 is £11,320.99.
9.2 Receipts – None
9.3 Business Saver bank balance as per statement number 33 dated 10th June 2014 is £5062.26.
9.4 Payment of PAYE April – June 2014 of £164.00 – Payment Agreed.
9.5 Payment to Mrs Linda Cowles for June 2014 Clerk’s hours of £218.65 plus £21.83 Ink Cartridge – Payment Agreed.
9.6 Data Protection Registration Invoice of £35.00 – Payment Agreed.
9.7 Change of Cheque signatory – Mr D Freeman was nominated by Mr N Cowles and seconded by Mr P Hope – All Agreed.
Ms J Jones joined the meeting.

10. LENGTHSMAN REPORT
The Chairman welcomed Mr Terry Griffiths to the meeting as the new Lengthsman for 2014/15.
Terry has completed a working survey of the Parish with the majority of the time spent in Longtown as this is the largest area. The drainage system within the Parish is a concern with a lot of the pipes either completely blocked or very badly silted. If blockages cannot be cleared within 20 minutes they will report back to the Parish Council and highlight as a defect. The aim at present is to continue with line drainage work unless any other problems come to light. Terry will also Strim around signage, notice boards and bus stops along with collecting litter as he works around the Parish. Terry advised that if water runs from the road into ditches it will be the Parish Councils responsibility to clear, if water runs from adjoining land in to the ditches it will then be the Landowners responsibility to clear. He will endeavour to work with Landowners when clearing ditches to establish a working relationship. Balfour Beatty has advised that there will be only one verge cut this year for junctions and bends and none on unclassified roads. Terry does have the equipment to complete a verge cut if the Parish Council require. Please be patient with Terry if you find him blocking the road on occasions when clearing ditches.

11. NEIGHBOURHOOD PLAN UPDATE AND ESTIMATED DRAWINGS FROM FRONTRUNNER FUND
It was agreed to hold a Sub-Committee meeting on Monday 21st July at 7.30pm to discuss the quote from Kirkwells and the estimated drawings from the Frontrunner Fund.

12. DOG WASTE BIN POSITION
The Clerk has received correspondence from several Parishioners concerning the position of a Dog waste bin; the contents of which were noted. The Parish Council has previously agreed to purchase a bin and the Clerk will make enquiries about siting it at the Village Hall car park.

13. REPORT NEW ROAD DEFECTS – Defects were noted on the U75000, Mountain road car park to cattle grid. Capping stones on Ponthendre Bridge and a blocked culvert/ditch between Tybutton and Clodock.
The Parish Council agreed for the Lengthsman to complete works reported on his defects sheet.

14. AUGUST NEWSLETTER ARTICLE – Dog waste bin, No August meeting and Lengthsman information.
