Minutes of the Longtown Group Parish Council extraordinary meeting held on
Thursday 18th August 2016 at 7.30pm in Longtown Village Hall.
PRESENT – Mr N Cowles (Chairman), Mrs G Watkins, Mr P Hope, Mr D Freeman, Mrs P Tribe and Mrs J Probert.
IN ATTENDANCE – Mrs L Cowles (Clerk)
1. ACCEPT APOLOGIES FOR ABSENCE – Ms J Jones, Ms D Palmer, Mr J Hardy, Mr N Powell and Mrs J Cecil.
2. RECEIVE DECLARATIONS OF INTEREST & CONSIDER ANY WRITTEN APPLICATIONS FOR DISPENSATION – There were no declarations of interest or written applications for dispensation.

4. WILDLIFE & COUNTRYSIDE ACT 1981 SECTION 53 (Addition of Restricted Byway LQ85 Longtown and Llanveynoe) Modification Order 2010 – The Inspector’s interim decision is to modify the order and change this section from a restricted byway to a public footpath. This is an interim decision because the Inspector has proposed a modification which will need to be advertised before a final decision can be made. Mr Freeman (Footpaths Officer for Longtown) advised Councillors; as in previous correspondence this path is unwalkable, needs major work and if used ramblers will be forced to enter the neighbouring farmers land. Having spoken to Mr Guest, his initial reaction had been that he was happier that it wouldn’t be open to traffic but he didn’t want the whole inspection to be opened up again. He is unhappy at how the exercise has been handled by the Planning Inspectorate.
It was agreed that the Parish Council would be against it being used as a public footpath but Mr Freeman would contact Mr Guest again to clarify his comments, draft a letter to the Planning Inspectorate and circulate to Councillors. It was noted that a response needed to be sent by 22nd September.
