Minutes of Longtown Group Parish Council meeting held on Wednesday 19th March 2014 at 7.30pm in Craswall Village Hall.
Dr A Lavers (Chairman), Mr D Freeman, Mrs P Tribe, Miss R Goodwin, Mr P Hope, Mr N Powell, Ms D Robinson, Mr J Hardy and Mr G Powell.
IN ATTENDANCE – Mrs L Cowles (Clerk) and two members of the public.
1. ACCEPT APOLOGIES FOR ABSENCE – Ms J Jones, Mr N Cowles, Mrs L Watkins and PCSO Fiona Witcher.
2. RECEIVE DECLARATIONS OF INTEREST – There were no declarations of interest.
3. ADOPT MINUTES OF PREVIOUS MEETING – 19th February 2014. The minutes were signed as a true and accurate record.
4. RECEIVE REPORT FROM HEREFORDSHIRE COUNCIL – Councillor Graham Powell’s report included:-

Waste – Alternative Weekly Collections
Hereford Parking Charges
Broadband & Mobile Network
Council Tax & Precepts

Mrs Tribe requested an update of the opening of the Old Market development in Hereford. Councillor Powell confirmed that Debenhams and Waitrose are due to open on 17th April 2014 with other retailers following on. There should be approximately 600-700 car parking spaces available. The trees along Edgar Street had now been replaced and additional trees planted in Newmarket Street.
Mr N Powell enquired about wheelie bins for household rubbish if collections went to alternate weeks; Councillor Powell advised that these should be made available to everyone on application.
5. CLERKS UPDATE
After the February meeting Councillor Powell had requested information about the removal of picnic benches at the Darren and Black Hill car parks. He has now taken over responsibility for the tables to enable them to remain in place. It was suggested by Mr N Powell that these sites had no legal status and were Common Land.
The Clerk had accepted the Chairman’s letter of resignation which read:-
As we are moving away from Longtown in the not too distant future I feel that the time is right to tender my resignation to the Longtown Group Parish Council, effective from the above date.
I have been fortunate enough to work with the Council for approximately ten years, acting as Chairman since May 2005. During the time of my involvement we have witnessed many changes and will, I have no doubt, have to address many more as Localism becomes more widespread.
I thank fellow Councillors for their support during my tenure, with particular thanks to Linda for making the job easier with her efficient approach to the Clerks position, and I wish the Council good luck for their future deliberations.
Mr Freeman thanked Dr Lavers for his support over the years and stated that he would be missed by the Parish Council; this was seconded by Mrs Tribe.
6. OPEN DISCUSSION – Local residents had commented at the Craswall & Llanveynoe Parish Meeting earlier in the evening.
7. CONSIDER PLANNING
7.1 LISTED BUILDING CONSENT GRANTED

7.4 PLANNING PERMISSION APPLICATION

Description: Insertion of first floor window in flank wall of rear projection.

8.1 The Lengthsmans invoice of £832.50 plus VAT – Payment Agreed.
8.2 Payment to Mrs Linda Cowles for February 2014 Clerk’s hours of £217.45 plus £14.40, Stamps – Payment Agreed.
9. CWM STEPS FARM, CRASWALL.
The Landowner has now been issued with an Enforcement Order Notice and has been given a timescale for compliance. The Clerk was asked to diary date this to be reviewed after the enforcement date.
10. AGREE LENGTHSMAN CONTRACT 2014/15
The Clerk had received two estimates for the Lengthsman contract 2014/15 and had met with Terry Griffiths along with Dr Lavers as agreed at the February meeting. It was proposed by Mr Freeman that the Parish Council engage Terry Griffiths to take over the contract from April 2014 which was unanimously agreed. Richard Mills was thanked for his hard work over the years.
11. CLERKS CiLCA TRAINING
The Certificate in Local Council Administration registration fee will increase from £150.00 to £250.00 from April 2014. It is recommended that Parish Clerks train for their CiLCA during 2014 to enable PCs to access the General Power of Competence after the election in 2015. The Clerk agreed to undertake the training and would like to register before 31st March 2014. As the Clerk currently works for Garway Parish Council as well they have agreed to fund half the cost. There would also be additional costs for training. Payment was proposed by Mr Freeman and seconded by Mrs Tribe.
12. REPORT ROAD DEFECTS – Defects had been reported earlier in the evening and Councillor Powell was continuing to report any defects to Balfour Beatty.
13. APRIL NEWSLETTER ARTICLE – Neighbourhood Plan, Bus Service Consultation, New Lengthsman, Dr Lavers resignation, Public invitation to Parish Council meetings.
Miss R Goodwin left the meeting.
